This is designed to convert the mini-USB plug to standard USB and extend it to another location. Commonly used to mount it in the glove box or console for the purpose of connecting a USB thumb drive so it is out of sight. That way you don't have a loose cable running somewhere that is constantly falling between the seats, etc.

This product in itself does not allow control of a USB device. Nor does it enable charging. It is merely for extending or replacing an existing connection.
